Peach and Daisy are best friends. But, they are also cousions. This was stated in the Mario Kart: Double Dash guide.
They also have some good chemistry in the Mario Baseball Series. In Mario Super Sluggers Wii, they are put on the same team for challenge mode.
In fact, Daisy was once named Peach. Even Princess Toadstool.
